What is the one star version of it, and what are the versions you are ready to settle in terms of ambition?
Be aware of different groups' ambition level. Challenge them, push them into the future if needed.
The usage of this may vary, Observe where the teams place their ground zero — is it at one star, or are they evaluating future in context of their current status? Both approaches work despite providing slightly different outcome.
